I've seen lots of code bases during my time at Nrwl. Some are better organized than others, but the biggest impediment to work being done is almost always the organizational structure and policies. A monorepo does a great job of representing the existing organizational structure in the codebase. But if the structure is wrong, a monorepo won't make it better.
